Uruguay won 4-2 in the penalty shootout. Manuel Ugarte scored the decisive penalty.
Giorgian De Arrascaeta, Federico Valverde, and Rodrigo Bentancur also scored for Uruguay.
Uruguay will face Colombia in the semifinals.
